Framework for Partnership Meetings

As stated on the Framework for Partnership page, in Wrexham County Borough the structure for the Framework for Partnership consists of the following key elements:

  • Framework for Partnership Board
  • Children’s Partnership
  • Young People’s Partnership;
  • Four Strategic Co-ordinating Groups (SCOGs) (Learn and Achieve/ Safe from Harm/ Healthy and Active/ Enjoyment and Participation)
  • and associated Task and Finish Groups where appropriate.

Every level of the structure consists of a multi agency membership reflecting the necessary expertise and decision makers at each level. Representation from the voluntary and community sector has always been sought to ensure the interests of the sector can help influence and shape the planning, delivery and evaluation of children and young people's services. Traditionally, it had always been under the guise of allocating x number of seats per meeting to the voluntary and community sector however, thankfully we have now moved away from this school of thought and now we are in a position whereby we seek the most appropriate number of representatives depending on the purpose of the group.

Each level of the structure has it's very own terms of reference and purpose as identified in the Framework for Partnership's Terms of Reference/ Governance Arrangements. Each level of the structure is fully supported by Wrexham County Borough Council's Children and Young People's Business Support Team however, we in AVOW have the delegated role of supporting the voluntary sector representatives on the structure by way of a dedicated Children and Young People's Development Officer.

In consultation with voluntary sector representatives who have previously served on the Framework for Partnership and currently have positions, we have developed robust mechanisms to ensure the representatives are fully supported in order to best fulfil their role and represent the interests of Children, Young People, their Families and the Organisations and Agencies that support them.

The new support package that an individual can expect from AVOW's Children and Young People's Development Officer when they become a voluntary sector representative on the Children and Young People's Framework for Partnership is:

  • A tailored comprehensive induction programme for each new voluntary sector representative including a voluntary sector representative handbook and a training session.
  • Dedicated time at every meeting of the Forum for Voluntary Organisations working with Children and Young People to feedback issues to the wider voluntary sector
  • Dedicated briefing sessions prior to each meeting of the Framework for Partnership
  • Biannual meetings of all representatives on the Framework for Partnership
  • A clear job role and person specification for representatives at each level of the Framework for Partnership
